On day one, Trump rescinds Biden executive order on AI
Jan. 21, 2025 — As expected, President Trump moved swiftly yesterday to rescind Executive Order 14110, President Biden’s federal guidance on artificial intelligence.
The Biden order, issued on Oct. 30, 2023, required developers of AI systems that pose risks to U.S. national security, the economy, public health or safety to share the results of safety tests with the U.S. government, in line with the Defense Production Act, before their public release.

The order also directed agencies to set standards for that testing and address related chemical, biological, radiological, nuclear, and cybersecurity risks. Biden's order came as U.S. lawmakers have failed to pass legislation setting guardrails for AI development.
The 2024 Republican Party platform vowed to repeal the order that it said hinders AI innovation and added ‘Republicans support AI development rooted in free speech and human flourishing.’

Trump’s rescission of the Biden EO brings to a close the first era of federal AI regulation. The Biden Administration issued a number of AI guidance documents, the most influential of which was the Blueprint for an AI Bill of Rights. The principles set down in that 73-page document, published in Oct. 2022, had a profound influence on many state and local laws and guidances around artificial intelligence.
Congress has passed no legislation to regulate artificial intelligence, and the Trump White House has as yet issued no guidance to replace the Biden rules.
The Blueprint itself was immediately removed from the White House website yesterday.
