AI deepfakes leave people vulnerable to exploitation, identity theft, scams, misinformation and misrepresentation of character, says the bill’s author. A consumer warning would make everyday consumers think twice before breaking the law.
Since 2019, state legislatures have enacted at least 50 new laws addressing the harm of AI-generated deepfakes. In 2025, legislators in 18 states have introduced 38 bills that deal with AI-generated deepfake imagery.
